At the General Assembly of the delegates to the IUCr Congress in Geneva, the suspension of the Argentina membership because of unpaid dues was discussed. The delegates from three countries, Spain, the UK, and the USA stated that they would be willing to contribute funds to assist Argentina in paying their dues. The Argentinean delegation said that they would prefer to have the appropriate government agency in Argentina take responsibility for the cost of their membership.
Through persistent negotiation, members of the National Committee for Crystallography in Argentina have persuaded the appropriate division of the Argentinean government to agree to pay the Argentina dues for 2003. However, the agency is unable to pay the approximate $3,000 in past dues. Unfortunately the bylaws of the IUCr require payment of past dues before a billing for current dues can be extended.
I am writing to the chairs of the National Committee of Spain, and the USA, and to the Presidents of the ACA and BCA to ask if they are still willing and able to assist in the payment of the past dues of Argentina.
It is essential that the past debt be paid very soon in order to take advantage of the offer of the Argentine government to accept responsibility for payment of IUCr dues in 2003 and in the future.
If any other National Committee or National Crystallographic Association is able to contribute to a fund to cover partial dues of Argentina, please notify the IUCr President or the IUCr Secretary in Chester,
The IUCr membership of the Ukraine was also suspended at the Geneva Congress for lack of payment of back dues. As of 2003 Bulgaria and Chile have not payed dues for three years. IUCr bylaws state that any country that has not paid dues for three years will be suspended. Many emerging nations are inhibited from joining the IUCr because they cannot afford the dues. For these reasons, I think we need to establish a fund to assist countries experiencing financial difficulty and to consider revision in our bylaws to foster expansion of Union Membership into emerging nations with currency problems.

Naar aanleiding van deze e-mail heeft het bestuur tijdens de 43e bestuursvergadering op 12 november 2003 besloten om een bedrag van € 100,-- beschikbaar te stellen voor hulp aan het National Committee for Crystallography in Argentina. Alvorens te beslissen om, al dan niet, een structurele bijdrage aan het nog op te richten IUCr fonds voor armlastige landen te gaan leveren wil het bestuur echter eerst de ledenvergadering raadplegen.
Het financiële uitgangspunt van de NVK is een 'low budget' beleid. De
jaarcontributie is zo laag mogelijk en daarmee ook de financiële
drempel om lid te worden.
Met de geringe middelen ondersteunt het
bestuur de verenigingsactiviteiten, zonodig ook die van de secties. In
principe moeten die activiteiten gemiddeld ongeveer budgettair
neutraal zijn. De verenigingskas werkt als buffer en biedt
liquiditeit.
Dit houdt in dat declaraties van individuele (werkgroep-
en bestuurs-) leden in principe niet kunnen worden gehonoreerd.
Het bestuur heeft besloten om voor bijzondere gevallen een bijdrage in de
reis en verblijfskosten mogelijk te maken. Voor een bijdrage, over
b.v. een periode van een jaar, zal vooraf overlegd moeten worden met
de penningmeester. Op diens voorstel neemt het bestuur hierover dan
een besluit.
Het bestuur geeft echter de voorkeur aan een verzoek van
de kant van een sectiebestuur dat voor de activiteiten toch al overleg
voert met de penningmeester.
